Tartalmi kivonat:The purpose of this study is to examine the current relevance of reformist aspirations for public administration personnel as discussed in János Martonyi’s study, ‚Reform of Our Public Administration’. The study particularly focuses on the formulation and application of the existing rules governing the conduct of these personnel. It aims to address two primary questions. First, it seeks to determine if the regulations in place during Martonyi’s time imposed specific behavioral requirements on public administration staff by analyzing and comparing these rules. Furthermore, we aim to investigate whether these regulations provided a basis for terminating employment, particularly due to reasons similar to ‚indignity.’ Second, we will explore the issues that János Martonyi identified within the public service system and the solutions he proposed. These findings may offer insights for reevaluating the current rules regarding ‚indignity.’ The study begins by presenting the rules governing public administration personnel during Martonyi’s era, with a specific focus on the origins of ‚indignity.’ It is important to note that both János Martonyi and Zoltán Magyary played significant roles in formulating these rules. Subsequently, we will provide an overview of the existing regulations. To aid in this analysis, we will briefly categorize public administration personnel, as Martonyi’s differentiation holds particular significance in understanding the various interpretations of ‚indignity’ among different actors. By comparing Martonyi’s ideas with the present regulations, this study aims to draw conclusions regarding the treatment of staff facing ‚indignity’ and formulate recommendations for potential legal reforms.
