Tartalmi kivonat: | The adoption of the multiannual financial framework of the EU for the 2021–2027 programming period was planned for the end of 2020. The complex legislative process and the general political and professional coordination mechanisms were further complicated by the fact that the new budget had to be designed taking into account the effects of the COVID-19 epidemic. The new budget has been formed by a crossfire of serious professional and political debates. The aim of the study is to compare the different standpoints of the European Council and the European Parliament on support policy and to draw conclusions from the difficulties in adopting the multiannual financial framework of the EU which is for 2021–2027. The adoption of the new financial framework focused on the Next Generation EU Instrument which was created to deal with the effects of the COVID-19 epidemic, and which caused serious disagreement in some of the EU institutions. The European Parliament objected to the proposal of the European Council in 21 July 2020 and drew the attention of the institutions to important issues such as the expansion of the own resources system, the repayment of the loan, and the introduction of the rule of law mechanism. The Parliament was ready to block the adoption of the multiannual financial framework if its view was not realized. The Next Generation Instrument which was created and extended by the Parliament raises further questions. The Member States will manage a record amount between the period of 2021–2027, but after 2027 following the overcome of the COVID-19 epidemic, the instrument will leave off and the resources which it guaranteed will leave an enorme void. This problem will cause a huge impact on the process of creating the multiannual financial framework of the period of 2028–2035, because the net beneficiary Member States will not want to manage about less money. The most crucial point in the adoption of the budget was linking the supports to the rule of law mechanism. Hungary and Poland have made a political veto, but in the end a compromise was reached and the 2021–2027 budget was adopted. |
