The base of this relationship is the life cycle of chemicals which does not finish with conversion into waste. In present legislation this link is hardly emphasized, and even there have been no deep studies within this field. On the other hand, to guarrantee the efficient protection of human health and the environment, these points evidently need deep studiing and the certain regulation must be explicitelly incorporated in details either into environmental law or the regulation of waste management.The REACH regulation mandates the registration of all chemicals in use, and it will establish a new community authorization system regarding the most dangerous suspected substances, which will help solving the discussed challanges at least in its major concerns. |
