| Tartalmi kivonat: | The breakthrough in the development of European defense policy came at the 1998 Anglo-French summit in Saint-Malo, when the British Government confirmed a major change in its position. After a short time the leaders of the EU decided on creating an army till the end of 2003, which task should be primarily peacekeeping and post-war crisis management. Because of the idea, creating an own army outside the NATO, and the new foreign policy of the Bush administration, the connections between the USA and its European allies became worse day after day. Only the Agreement on ESDP between the NATO and the EU could influence it in positive direction, but till that time, it had already turned out: the EU was unable to fulfill its plans, the new deadline of creating an independent army became 2010. . After clearing the basic questions between the NATO and EU, although with NATO assets and capabilities, the EU was succeeded in the "Operation Concordia". This operation was followed by others, which were also very useful planning the future of the ESDP. It seems that the solution of creating an independent army will be — as the EU itself — without precedent. According to the information we know today, the basic of the EU army will be the battle group consisted of 1500 soldiers from the citizens of the member states. Simultaneously about 9 battle groups will be able to deploy. |
