Tartalmi kivonat:The paper is aiming to point out the relation between the middle level administrative system of the Hungarian feudal public establishment, the so-called counties or municipalities, their officials and their everyday practice of policy-making. In this context, it is observed that the establishment and its practice had been demoralizing its officials and those who aspired to fill positions in the municipalities. The paper applies the comparative method while observing the novel by József Eötvös entitled A falu jegyzője [The Town Clerk], in which the author depicted the feudal administrative system transparently and where he found it necessary, gave memorable critical comments about the rigid structure of public welfare. Since the novel is also considered to be the essence of the political views of the author therefore the comparative method gives the floor to the analysis of the political and legislative processes of the era of the 1840's in Hungary. In the first order, the analysis points out the major events in the novel that demonstrated the demoralized status quo in the municipality Taksony. In the light of the council elections, it became evident that the nobles undermined the progressive changes in the municipality and were unwilling to get rid of the old tendencies in policy-making. By general terms, bribery was part of the elections and almost every single public action. The second chamber of the Hungarian legislative body proposed a bill about the antibribery actions and measures against public offenses in the legislative assembly of 1843- 1844. Article 39 of the Bill dealt with bribery and proposed strict sanctions against those who would commit it. The paper in its second pan covers the legislative debate of the bill and its Article 39. Finally, the analysis sheds light on the contradictions relative for the municipalities. However their envoys carried out debates about the Bill aiming to reform their corrupt practices, still it was their officials who demoralized the system. Nonetheless, the municipalities also had to protect the constitutional system of Hungary against the questionable measures of the Habsburg monarch.
