Tartalmi kivonat:When the health care system underwent a transformation the main goal was to retain its ability to finance it and to increase its cost efficiency. The general lack of resources resulted in that the patients were directed to the medical consulting, which could supply the cheapest of the necessary and satisfying treatments. In connection with this fact reforms were introduced in several places in Hungary. To reinforce the basic health care, new regulations were formed for praxis communities and a new health care system has been introduced, which were built on the family doctors' gate keeper role. The first part of the study gives a short review of the above named issues. The second part of the study discusses the elements of a new health care reform called "Therapy 2007" introduced in the end of 2006. First of all the author presents the "Economical Medicine Law" regarding the ambition to minimize issuing medicines, then she presents the tasks and role of a totally new institute, the Health Insurance Supervision. Parts of the reforms are the conversion of medical chambers and the annulment of the obligatory membership in them. By introducing visiting fees and hospital day fees that compose the health care providers' own profit and also by expanding the circle of treatments available against payment, the state wishes to compensate the lack of resources. By reforming the health care structure, the "main" hospitals will be able to provide the highest possible level of treatments like special treatments needing great preparations. The regional hospitals will be specialized on general health care, while the regional health care centres will provide an out-patient special care gathering around the main and regional hospitals close to the population. The last big step of the "Therapy 2007" will be the health insurance reform. The last part of the study investigates the economical and social antecedents and reasons causing the setup of the new system. It presents and evaluates the models determining the base of the health insurance system.
