This event calls the attention to the problem of regionalism and regionalisation. The first expression shows a historical way of developing regions, the second is an artificial solution for creating regions. This time the governments followed the second way and tried to make new artificial administrative and self-governing regions in Hungary. This activity indicated a dialogue in scientific reviews and papers too. The author of this essay tries to show both solutions: in the first part you can read a historical study on regionalism, which performs the original and natural development of regions in Hungary in the 19'h century. Several data shows the birth of a complex region in the eastern part of the country and in Transylvania. The author uses the statistical numbers of demography, urbanisation, bank-system and demonstrates the rise of railways in the examined area. The second half of the essay is about our age. In the past 15 years several ideas were born for the modern administrative system. There were created statistical and development regions and now the new theory is about modern self-governing regions instead of traditional counties. After the short history of the regions of the European Union the author introduces an official government program called IDEA for regionalisation. It is a critical study about this program: it tries to show the problems of IDEA project. After it the author collects the opinions about regions in Hungary which can be read in several law journals. You can read the point of view of Attila Ágh, Ilona Pál-Kovács, Imre Verebélyi, Zoltán Agg and others to demonstrate the several ideas and plans. Finally the author writes his personal opinion about the debate of regions. He tries to argue for counties instead of total regionalisation from a constitution historical point of view. His most important declaration: it is useless to create regions just instead of counties without real provinces of authority. Hungarian counties mean a very special heritage in European law culture, so saving them would be important in a practical way.
