It is necessary to decrease the greenhouse gas emission (GGE) globally and to achieve that GGE quotas and their’ trading markets have been introduced in a lot of countries and regions. In this paper the effectiveness of EU ETS quota trading system, which was created to decrease the GGE in the EU, is analyzed. The ETS is in its third phase: Phase 1: 2005-2007; Phase 2: 2008-2012; Phase 3: 2013-until today (with 2020 as the end date). The effectiveness of the different ETS phases are analyzed based on data from the European Union Transaction Log which is the official site of the European Commission concerning the ETS. Statistical methods are used to examine if the extent of the quota overallocation which was experienced at the start of the quota system and the extent of the unbalanced over- and under-usage of allocated quotas between countries and their companies were decreased due to the reforms introduced in the third phase, which included increasing the share of quotas sold on the auction market and the introduction of centralized quota allocation. According to the results of the analysis, reforms introduced in the third phase increased the effectiveness of the EU ETS, as the overallocation (observed typically in the Eastern-Central European countries) ceased, the region specificity of the system greatly diminished, while the unbalance between countries and their companies slightly decreased. Thanks to these developments, the EU ETS is currently able to play a decisive role in achieving the targeted climate goals of the EU.
