Tartalmi kivonat: | On 20th June, 1961, a party decision was agreed on as the second agenda item of the meeting of the Hungarian Socialist Workers’ Party’s political committee meeting. With this decision, a process was started, which recreated the total social image of the Gipsy people in Hungary, while had an effect on the public thoughts about Gipsy people. First, it only had a slow effect, but later it became an every-day essential political topic: the so called Gipsy issue. The wellknown party decision, which considered the Gipsy people of 1961, was made by László Orbán and it „nationalized” Gipsy people. The frames of the plan was rearranged and the original operation idea was rewritten by János Kádár. As opposed to the public thoughts, not only one, but five party decisions were born in connection with the „improvement of Gipsy inhabitants”: 1.) 20th June 1961, second agenda issue: a recommendation about the tasks of the improvement of the situation of the Gipsy inhabitants. 2.) 5th March 1963, third agenda issue: a report on how to manage the tasks of the improvement of the situation of the Gipsy inhabitants referring to the decision of the HSWP committee on 20th June 1961. 3.) 12th November 1963, eighth agenda issue: different items, but the second one is: a plan about the improvement of living situation of the Gipsy people who live in Gipsy areas. 4.) 15th October 1968, fifth agenda issue: different items, but the sixth one is: a recommendation on the organisation of a coordinating committee to improve the situation of the Gipsy inhabitants. 5.) 18th April 1979, third agenda issue: a report on the situation of the Gipsy inhabitants. These party committee decisions were the summit of the Gipsy politics of the council system, as in the 1980s, the council system was not able to support financially the successful background for the enforcement of the party comettee decisions. During the political changes, between 1989-1993, the Gipsy people in Hungary was considered as a national minority with total rights for the first time through the law of LXXVII in 1993. The Hungarian state considered the issue as a de jure solved problem about the social and political debates on the Gipsy people. Unfortunately, it is not solved and cannot be solved even today (because of enforcement decrees and financial forms which are not cleared up, etc.) |
