Tartalmi kivonat: | From the perspective of secret-theory, any kind of cooperation in connection with the secret services is demonstrate to be sensitive. The first, very obvious reason of this statement is that the secret is closely related to the question of power, which derives from the fact that the secretive of the secret has benefits from possessing the desired information. The other one is that there may be a threat of inverse dependence caused by the use of secrecy, because the more the hierarchy is, the greater the chances of reliance on each other's trustworthiness or distorting the hidden knowledge, which endangering the security guarantee. The relevance of the secret theory dilemma is comes from the resurgence of the debate on European intelligence cooperation, which has been a key element in the dialogue between the great powers of Europe since 1970. Emphasis on the issue can be explained by the new type of global threats of nowadays, because the solution of them extends beyond the competence of national intelligence. In my study, I am looking for an answer about under the present circumstances, a European level intelligence cooperation can be envisaged and, if so, within what framework. My research focuses on the unified intelligence capability of the European Union and of the V4. |
