Tartalmi kivonat:This paper examines the requirements on the format and content of petitions (constitutional complaints) initiating Constitutional Court proceedings in the preliminary examination phase. It comes to the conclusion that, despite the explicit statutory language, there is no clear difference between such conditions and that all requirements might be regarded as substantive (i.e. non-formal). It also argues that a bunch of constitutional norms and their interpretations are currently generating a very important new legal field, the constitutional procedural law which will gain more and more momentum in the future constitutionalism.
