The present writer demonstrate the historical conditions when the development has started. In Hungary the social insurance rating evolution was started in the final of XIX century. I would like to present the four most important Acts, which are the most determinative for the evolution of the social insurance from 1891 until 1950. I write inter alfa from the sickness benefit, accident provisions, sickness provisions and pension provisions. My research method was, that I processed that time effective laws. It was quite difficult, because these laws are hard to acquire. After the Encyclopaedia Britannica the Social Insurance laws: any of the measures established by legislation to maintain individual or family income or to provide income when some or all sources of income are disrupted or terminated or when exceptionally heavy expenditures have to be incurred (e.g., in bringing up children or paying for health care). The cardinal Acts from then Hungarian regulation was the Act of 1891/XIV. which contained only the sickness provisions, but in this deficiency what lacked in originality, made up for in the Act of 1907/XIX. It was contained the sickness provisins and accident provisions, too. After that the following which was very important the Act of 1927/XXI and the Act of 1928/XL. These Acts contains among other things the sickness provisions, the accident provisions and the pension provisions. These Acts expanded the claimant and outstretched the accommodations. These latter Acts were in force until 1950. The Second Word War caused erosion in the Hungarian social insurance. The State tried to reorganize the social services, but it failed until 1950. Lots of people were left alone becáuse the social insurance destroyed. The Hungarian pension institute was in ruins. They hadn't enough money to pay the due.
