Tartalmi kivonat:This paper aims to call the attention on an early version of Act XV of 1899 on the procedure of verification in Hungary. The reformer Minister of Justice, Derső Szilágyi presented a Bill for the House of Representatives of the Hungarian National Assembly in July 1891 after long pre-negotiations in the Government. The Bill contained detailed regulations on the new method and institutions of jurisdiction on the petitioned mandates during or after parliamentary elections. The Bill advised the system of bifurcation instead of the former procedure against a special board of the House of Representatives. By this the trial was planned to be taken into progress against the Highest Royal Court (Curia) in the case of most of the types of electoral petitions and the House of Representatives would have had the right of verification only in a subsidiary way. Although the Bill was acclaimed by the majority of the representatives, its passing was inhibited by the dissolution of the National Assembly in January 1892. At the same time it is useful to examine its legal institutions because the text was presented again in 1892 with small modifications. So this Bill of 1891 and its very remarkable oral explanation said by Szilágyi in the House became the basement of the further drafts, bills and political disputes between 1892 and 1899. The author shows the preparation of the Bill mentioned, its new legal solutions, the introductory speech held by the Minister of Justice in the House of Representatives and the unfinished negotiations of the special board of the National Assembly organised for this purpose.
