The question whether the illusory slowness, moderating and occasionally retracting role of the law is disadvantageous or advantageous remains to be seen in the long run. Does it hinder the development or it ensures time for the considered progress? Does it obstruct the progress of the new and the modem or rather saves it the ancient everlasting values, if there are any of them which could be saved? These difficult matters of principle are often to be raised apropos of an atypical legal case which seems to be even rather absurd. In these kinds of legal cases — like the ocean in a drop — the absolute chaos of our world is reflecting. I have chosen such an unusual case for illustrating my above mentioned words. The question is whether a local town notary or the environmental protection authority has the right to prohibit the dawn bell-ringing of churches referring to trespass or noise pollution or not.
