The real reform came in 1874 since the standards of legal academies were in steady decline. The ministers of religious-public education and justice wanted to make complex legal reforms these had implications for laws regarding lawyers and notaries, these fell under the department of justice but affected education. The compromise brought forth political and administrative reforms which had serious effects, since a great number of trade officials were needed which were provided by the legal academies. The education in these institutions was far from the university level so the gap and the decline over time had to be corrected. The cheapest method to do this was to embrace the legal academies and bring them up to university level. In this topic it was instrumental the founding of the second university which occurred in 1872 and the parliamentary debates. These reforms however were short lived since in 1883 new reforms came to be. In the intermediate time continuous minor changes came to legal education. We had to wait till 1911 for a wave of changes similar to those of 1874. | |
